Is there a specific interval for the elevation (ex: 0.1m, 0.5m, etc) or can the targets be placed anywhere between 1.0 to 1.5m for states and 1.0 to 2.0m for nationals?

There is no set interval, the height must be within that range. The height should be announced or posted after impound is completed.
