Can any part of the Structure go over 1 cm above the Test Supports as long as the Loading Block isn't, or should the whole Structure be under the 1 cm above the Test Supports without touching the Test Base?
Yes, the Structure may extend more than 1 cm above the top of the Test Supports as long as the bottom of the Loading Block is lower, such as in the example diagram in the rules.
