Can parts of an electronic component be used, given that all electrical functionalities are removed and operated under non-electrical circumstances?

Rule 3a states that devices may not contain electrical or electronic components. Such a component that is clearly unpowered and clearly not used as an electrical component may possibly be acceptable, but this can only be judged by the ES at the tournament.
