Should a device incur a construction violation for not having a launch mechanism?

Per rule 3.c. there must be a triggering device that extends at least 75 cm outside of the launch area to safely launch the device. If there is no triggering device, the entire device would be unsafe to operate and would only be eligible for participation points since they could not safely launch the projectiles.
